The U.S. and the south Korean regime have applied the OPLAN 5015 to the largest-ever Key Resolve and Foal Eagle 16 joint military exercises that have been staged since Mar. 7 with hundreds of thousands of troops involved, the statement said, adding:

The plan, which allegedly envisages mounting a preemptive attack in case the north shows even the slightest sign of using its nuclear weapons and launching missiles, contains even the sinister "beheading operation" against the leadership of the north.

The joint military drills for carrying out the plots are, indeed, the worst military provocation.

The statement blamed the U.S. for having kept its troops in south Korea since the conclusion of the armistice agreement and escalating military tensions by staging a series of large-scale joint military drills.

It urged the U.S. to halt the war games and opt for concluding a peace treaty.
