Tani Baler Lopera, international secretary of the Central Committee of the Communist Party of Peru (Red Motherland), was elected chairman of the preparatory committee.

The committee decided to organize diverse political and cultural events praising the exploits of President Kim Il Sung, leader Kim Jong Il and Marshal Kim Jong Un with the meeting as an occasion.
