Kirunda Kivejinja, the third deputy prime minister and minister of East African Affairs, was elected honorary chairman of the preparatory committee and Henry Masiko, department director of the Presidency and director general of the African Regional Committee for the Study of the Juche Idea, elected chairman of the preparatory committee.

The committee decided to organize significant political and cultural events in praise of the revolutionary careers and exploits of President Kim Il Sung and leader Kim Jong Il and conduct activities to support the Korean people's struggle for building a thriving socialist nation and achieving an independent and peaceful reunification of the country on the important days in 2017.
