A ceremony of conferring the orders was held at the building of the State Legislative Council on April 23 on the theme of "On paying the highest tribute to H.E. Kim Il Sung, eternal President of the DPRK, on the occasion of his birth anniversary." It was co-sponsored by the Guarico Bolivar State Legislative Council and the Juan German Roscio Nieves District Council.

Read out there were decisions on awarding the Order of Dr. Juan German Roscio Nieves First Class and the Order of Honor of Hugo Rafael Chavez Frias, supreme commander of the Bolivarian Revolution, to Kim Il Sung.

The orders and diplomas were conveyed to the DPRK ambassador to Venezuela.
