Ibrahim Mantu, member of the Credit Committee of the People's Democratic Party of Nigeria and chairman of the Nigeria-Korea Friendship Association, was elected chairman of the preparatory committee.

The preparatory committee planned to give wide publicity to the party building and leadership exploits of President Kim Il Sung and leader Kim Jong Il and the proud reality of Juche Korea leaping forward under the leadership of Marshal Kim Jong Un and organize a meeting, film show and other political and cultural events on the occasion of the Seventh Congress of the WPK.
