Written on the tablet are letters in Korean and Russian "Comrade Kim Jong Il, general secretary of the Workers' Party of Korea and chairman of the National Defence Commission of the DPRK, stayed at Okeanskaya Railway Station on August 23, 2002 during his visit to the Far Eastern Region of Russia".

A ceremony of unveiling the tablet took place on April 28.

Present there were officials of the Maritime Territorial Branch of the United Russia Party, the Maritime Territorial Administration of Russia and the mission of the Russian Foreign Ministry in Vladivostok and masses, the consul general and consuls of the DPRK in Vladivostok.
