The letter branded the UNSC's fabrication of the "resolution on sanctions" against the DPRK under the pressure of the U.S. as the act of escalating tension on the Korean peninsula and a violation of the UN Charter.

It said:

The U.S.-south Korea joint military exercises are a clear threat to peace as they create tension and dispute.

It is very regretful that the UNSC did not bring the above-said joint military drills, practical issue, up for discussion and took no measure.

The U.S. and south Korea, arch criminals who are escalating military tension with the DPRK, are impudently talking about "threat" from the DPRK.

The UNSC is violating the UN Charter by shunning the U.S.-south Korea joint military drills, clear threat to peace, far from taking issue with them.
