The full text of the letter reads:

We extend warm compatriotic greetings to your organizations making devoted efforts to put spurs to the national reconciliation and unity and achieve independent reunification.

We could feel once again the strong will of the workers of the south for reunification to take the lead in ushering in the new era of independent reunification in firm solidarity and unity with the workers of the north and the south under the uplifted banner of the June 15 joint declaration no matter how the situation may change.

The north-south ties have now reached the lowest ebb and the danger of a war is increasing day by day due to the challenge of the anti-reunification forces at home and abroad. But nothing can dampen the aspiration and will of the workers of the north and the south for peace and reunification.

We fully support the proposal for holding the games in Seoul on August 15 as your organizations had already promised it to the fellow countrymen and setting up a committee for promoting the games.

We also propose holding a working contact of the three organizations of the north and the south in China in the latter half of May or in any place at any time you deem convenient so as to discuss all the issues concerning the successful holding of the August 15 north-south workers' football games and the formation of the joint promotion committee.

The successful holding of the football games in Seoul on upcoming August 15 in the wake of the similar games in Pyongyang in October last year would mark a meaningful occasion of instilling confidence and optimism about peace and reunification into all the Koreans and dynamically arousing all of them to the movement for national reconciliation, unity, peace and reunification.
