The message expressed belief that the Seventh Congress of the WPK would be an important landmark in spurring the DPRK to building a thriving socialist nation, providing the people's happiness and making the Korean peninsula peaceful and stable.

It hoped that the WPK Seventh Congress would achieve a brilliant success and the traditional relations of friendship between the Communist Party of Vietnam and the Workers' Party of Korea and between the Vietnamese and Korean peoples would grow stronger as the days go by.
