Dialogue and negotiations are the basic ways of settling the issues arising in the inter-Korean relations according to the desire and will of the fellow countrymen.

In order to achieve peace and reunification of the Korean peninsula, it is, first of all, necessary to hold dialogue and negotiations between the military authorities of the north and the south.
