If the south Korean authorities persist in their own assertion under the unreasonable preconditions in disregard of the interests of the nation, big obstacles hard to tide over will be laid in the way of improving the north-south relations, the article says, and goes on:

The south Korean authorities should neither hope for "change" of the north nor seek "unification of social systems" but sincerely take the stand for national concord and reunification.

It is beyond doubt that the inter-Korean relations will radically improve and main problems in achieving national reunification and co-prosperity will be solved if the south Korean authorities drop the old conception of confrontation in a bold way and sincerely opt for the way of improving the inter-Korean relations.

We will make positive efforts to fundamentally improve the inter-Korean relations and open up a wide avenue to independent reunification through dialogue and negotiations, not by confrontation and war.

However, if the south Korean authorities persist in the racket to stifle the DPRK in collusion with outside forces, going against the trend of the times, the DPRK will not tolerate them in the least but take resolute counteraction.

The south Korean authorities should face up to the trend of the times and aspiration of the fellow countrymen, drop conception of confrontation which is nothing helpful to improving the inter-Korean relations and the nation and respond to the proposal made by the DPRK out of patriotism.
