Leader Kim Jong Il published the work "On Bringing About a Fresh Change in Land Management" on August 11, Juche 85 (1996), clarifying an original idea of conducting land management through all party and social campaign. This marked an important event in ushering in an epochal turn in land construction and management.

Kim Jong Il published many works till the last moments of his life since the general mobilization for land management started, providing important guidelines to be held fast to in the land management in every period and at every stage of the revolution and construction.

Under his leadership, the general mobilization for land management made brisk headway across the country. As a result, a new history of land construction started and there appeared new sceneries in the Songun era such as vast expanse of Handre plain, Poman-ri fairyland and Ullim falls. Lots of structures of eternal value were built in various parts of the country and streets and villages turned into a socialist fairyland.

He kindled the torch of the movement for the general mobilization for land management in the difficult period of the arduous march, the forced march and turned the country into the socialist land of bliss for the people and the socialist fairyland. His leadership feats will remain shining forever.

His Juche-oriented idea of land management and leadership are being successfully carried forward by the respected Comrade Kim Jong Un, who is making a new history of the country's prosperity.

The reporter said all successes and changes made in the land construction and management in the last two decades are ascribable to the wise leadership of Kim Jong Il and Kim Jong Un who energetically led the struggle to carry out the policy of the movement for the general mobilization of land management.
