The message said:

I extend warm congratulations and the best wishes to you and, through you, to the Central Committee of the Workers' Party of Korea (WPK), the government and fraternal people of the DPRK on behalf of the Central Committee of the Lao People's Revolutionary Party and the Lao government and people and on my own behalf on the 68th founding anniversary of the DPRK.

I am very pleased that the diligent and brave Korean people have increased the national power of the DPRK, developed science and achieved enormous successes in the efforts to modernize the country's defense capabilities and further improve the people's living standard under the wise leadership of the WPK over the past 68 years.
