President Kim Il Sung stressed the need to build a schoolchildren's palace during his field guidance to Jagang Province in May, Juche 53 (1964). After the completion of the palace he named it "Paeumui Cholligil Schoolchildren's Palace" and sent a lot of educational facilities, musical instruments and vehicles to the palace.

Though leader Kim Jong Il was very busy with Songun revolutionary leadership, he watched performances given by art group members of the palace and sent educational facilities dozens of times.

Marshal Kim Jong Un was so kind as to make sure that the palace was remodeled at the highest level, noting that there is nothing to spare for the younger generation.

The palace has over 30 rooms for hobby groups such as math, IT, automobiles, fine art, dancing, kayagum and piano and a multi-purpose gymnasium and all conditions and environment for extracurricular education of school youth and children.

There took place an inaugural ceremony on the spot on Thursday.
