Flood that swept the area from August 29 to September 2 was the biggest disaster since the liberation of Korea.

The River Tuman rapidly swelled due to the heaviest downpour in the history of meteorological observation in the country, inflicting horrible disaster on Hoeryong City, Musan County, Yonsa County, Onsong County, Kyongwon County, Kyonghung County and part of Rason City.

According to a data available, casualties number hundreds including missing persons and more than 68 900 people were displaced.

A total of over 29,800 dwelling houses were damaged including complete collapse of more than 11,600 and over 900 blocks of production and public buildings were destroyed or damaged.

Over 180 sections of roads and more than 60 bridges were seriously destroyed in the afflicted areas, shutting down the traffic. Railways sections went under silt in over 100 places and roadbeds were washed away, suspending train service.

Power substations were submerged or buried under silt and electricity transmission lines were cut off in Musan and Yonsa counties, suspending power supply. Equipment, dykes and waterways of several small and medium power stations were destroyed, cutting off communication.

More than 27,400 hectares of cultivated land were washed away or submerged and 150 dykes or rivers or streams and dykes and drainage canals were destroyed in Kyonghung and Kyongwon counties.

The flood damage in North Hamgyong Province caused huge disasters to the economic development and people's living in the province.

Marshal Kim Jong Un set the flood recovery in the northern part as the main thrust and the foremost front of the 200-day campaign and made sure that measures were taken to conduct recovery campaign as the one involving the entire Party and society.

The Central Committee of the Workers' Party of Korea put up the militant slogan "Let us achieve miraculous victory of turning misfortune into favorable conditions on the front of recovering from damage done to the northern areas of North Hamgyong Province with the great might of single-minded unity!"

The entire army and all people of the country are conducting a dynamic flood recovery campaign in hearty response to the call of the Party.
