The president in the message said he heard with big sorrow the news that downpour and storm that hit the northern part of the DPRK for several days early in September, 2016 submerged a vast farmland, caused landslide, suspended electricity supply, cut off connection with outside and did big damage to the lives and properties of the people.

He expressed deep sympathy to Kim Jong Un and the party, government and people of the DPRK and those who suffered misfortune due to the natural disaster and their family members on behalf of the Central Committee of the Lao People's Revolutionary Party and the Lao government and people and on his own behalf.

He expressed the conviction that the Korean people would give full play to the tradition of helping each other, tide over the difficulties and bring to normal the life of the people in the afflicted area as soon as possible thanks to the leadership of Kim Jong Un and the efforts of the Workers' Party of Korea and the DPRK government.
