DPRK Delegate Speaks at UN Meeting

Pyongyang, October 18 (KCNA) -- A delegate of the DPRK made a speech at the discussion of the agenda "international cooperation in the peaceful use of space" at a meeting of the 4th Committee of the 71st UN General Assembly on October 13. Noting mankind's exploration of space for peaceful purposes is brisk more than ever before amid the increasing global interest in peaceful use of space, he continued: The activities for exploring space that had been confined to some countries are brisk among many developing countries. The DPRK has great pride and confidence in ranking itself among full-fledged space powers in a matter of 18 years since it launched its first satellite in 1998. The activities for exploring space in the DPRK are being pushed forward for peaceful purposes from A to Z under the unified guidance of the state. The National Aerospace Development Administration (NADA) of the DPRK succeeded in putting the newly developed earth observation satellite Kwangmyongsong-4 on its orbit in February, pursuant to the five-year plan for national aerospace development. The successful launch of the satellite was an epochal event that marked a decisive turn in putting the latest science and technology of the country including space technology and its overall economy onto a higher stage in the future. The government of the DPRK has acceded to international treaties and pacts concerning space exploration in order to promote peaceful use of space and deepen international trust and cooperation in space exploration. It is well known that the DPRK has acceded to the Outer Space Treaty and the Convention on Registration of Objects Launched into Outer Space in 2009. It also got its satellite Kwangmongsong-4 officially registered at UN as a party to the Outer Space Treaty and the Convention on Registration of Objects Launched into Outer Space in May. All facts go to clearly prove the transparent, trustworthy, peaceful and legitimate nature of the DPRK's activities for space development. This being a hard fact, the U.S. is making every desperate effort to check the DPRK's just exploration of space, asserting that its satellite launch is in contravention of the UNSC "resolutions" banning the launch using ballistic rocket technology. The "resolutions" of the UNSC are nothing but illegal fabrications serving the U.S. interests as the product of the U.S. hostile policy toward the DPRK, the policy irrelevant to the mission of the UNSC whose basic mission is to ensure international peace and security. There is no article in any international law that stipulates satellite launch using the ballistic rocket technology harasses global peace and security. This clearly shows that the UNSC "resolutions" cooked up by the U.S. are peppered with contradictory provisions as they are baseless in the light of international law. It is the height of impudence for the U.S. to pull up the DPRK's legitimate space activities as the former launched various types of satellites including military spy satellites by using the ballistic rocket technology. The DPRK's peaceful and legitimate satellite launch is a full-fledged exercise of independent right of a sovereign state fully recognized by the UN Charter and the space treaty and the DPRK's dignity and position as a space power remains unchanged though the U.S. denies it. The respected Comrade Kim Jong Un, chairman of the Workers' Party of Korea and chairman of the State Affairs Commission of the DPRK, underscored the need to manufacture and launch more working satellites, an aggregate and essence of the latest technology, by developing the space science and technology of the country at the Seventh Congress of the Workers' Party of Korea in May last. According to the five-year plan for national aerospace development, working satellites of the DPRK including geo-stationary satellite more developed than ever before will soar into space at the times and in the places set by our party. The DPRK will as ever step up its space exploration for peaceful purposes and strengthen international cooperation and exchange in the field of space scientific research and satellite launch. |
