DPRK Delegate Rejects "Draft Resolution" A/C.3/71/L.23

Pyongyang, November 17 (KCNA) -- The DPRK delegate made the following speech at the Third Committee of the 71st Session of the United Nations General Assembly on November 15, 2016: The delegation of the Democratic People's Republic of Korea (DPRK) categorically and resolutely rejects the "draft resolution" A/C.3/71/L.23 on the human rights situation in the DPRK submitted by the European Union (EU) and Japan. The "draft resolution" represents extreme manifestation of politicization, selectivity and double standards of human rights. It is nothing but a document for interfering in internal affairs of a sovereign state as it contains unprecedentedly fraudulent allegations. The "draft resolution" just repeated in detail the contents of the "report of COI" running through with all lies, fabrications, plots and frauds. The "draft resolution" based on only the "report of COI" expounds "crimes against humanity," which reminds us of the time 13 years ago when the US was telling the lie at the United Nations that "there are weapons of mass destruction in Iraq." The "draft resolution" even touched on non-existing issue of the so-called "forced labour" and "exploitation" of our workers sent abroad and "nuclear weapons and ballistic missiles" that have no relevance to human rights. As such, it is quite clear to everyone that it pursues political purpose to isolate and stifle the DPRK, in conjunction with the anti-DPRK sanction racket by the United States. The contents of the "draft resolution" slandering the DPRK are sheer lies told by the south Korean chief executive on the basis of misinformation provided by human scum, "defectors" from the north who fled after committing crimes, taken in by the female shaman's words that the DPRK would collapse in 2 years to come. . In this context, the establishment of the unprecedented UN Human Rights Office in Seoul last year and the absurd allegations at recent UN human rights meetings which handled the "nuclear and ballistic missile" issues that are not relevant to human rights represent an outcome of the policy of an inexperienced shaman in south Korea. Therefore, it comes to the conclusion that the United Nations human rights mechanisms have also played into the hands of the inexperienced shaman. Beyond imagination are the extra-large scale crimes against humanity in south Korea such as ferry "Sewol" disaster that left hundreds of children buried at the bottom of the sea, open instigation of our people to "defect" and abduction of the DPRK women citizens in a foreign country in broad daylight by gangsters of the south Korean Intelligence Service. These unprecedented human rights violations are entirely attributable to the abnormal thinking and inveterate confrontation mentality of the present south Korean chief executive against the DPRK as she completely paralyzed the function of the south Korean society under the control of the inexperienced shaman. Therefore, the world should now pay primary attention to addressing the grave human rights violations in the United States, western countries and south Korea, in particular. The "draft resolution" pursues the heinous political purpose of overthrowing our system by following the hostile policy of the United States against the DPRK. The United States has left no means untried to bring about collapse of its state and social system, persistently pursuing the hostile policy against the DPRK for over half a century since its inception. The United States has maneuvered so far to press the DPRK with the nuclear and "human rights" issues in parallel. However, the United States, realizing that they could not succeed in by the nuclear issue, is now trying to eliminate the DPRK under the disguise of the "human right issue." The United States continuously introduces into the Korean peninsula a large amount of its strategic nuclear assets and stages various kinds of aggressive joint military exercises with south Korea. It openly wages even the drills aimed at "decapitation" of the leadership of the DPRK and "occupation of Pyongyang." Joining in such maneuvers of the United States, the EU and Japan tabled the anti-DPRK "draft resolution" at the Third Committee again this year. The EU and Japan, the main sponsors of the "draft resolution" are not qualified to deliberate on others' human rights issue. Now the world clearly witnesses such crimes against humanity by the United States and western countries as military invasion and massacre of innocent civilians in several countries in the Middle East, Iraq and Afghanistan, in particular, as well as turning those countries into a wilderness of human rights. The EU and Japan turn aside such crimes against humanity of the United States. As a matter of utmost urgency, the EU should rather pay attention to cleaning up their houses first by reflecting upon and bringing to justice those responsible for the crimes against humanity including xenophobia, Islamophobia, defamation of religion and neo-Nazism that are rampant in their own territories and the worst-ever refugee crisis caused by the United States and western countries themselves. Moreover, Japan refuses to apologize and compensate for such extra-large crimes against humanity it had committed in the past towards the Korean people and many other countries of the world as abduction and forcible drafting of 8.4 million Koreans, massacre of 1 million of them and imposition of sexual slavery on 200 000 women and girls. Japan should mind its own business. The "draft resolution" has nothing to do with promotion and protection of genuine human rights as it is designed for the political purpose of stifling the DPRK by politicizing and maximizing the fictitious "human right issue." The illegality of the "draft resolution" is also clearly proved by the decreasing number of co-sponsors as days go by and, furthermore, by the reluctance of the international community, especially the majority of NAM countries to co-sponsor it, except for the West. The DPRK exists on the basis of Juche philosophy centered on the popular masses and with its politics for the people and the system for the human rights of the people. It is the consistent policy of the Government of the DPRK to continuously protect and promote the human rights of the popular masses with full responsibility. The Government of the DPRK, despite persistent sanctions and pressure by the United States and other hostile forces, is concentrating all its efforts on improving the livelihood of the people and securing better future for them. It is the stark reality of the DPRK that such superior measures for popular masses as universal free medical care, free education, free housing and equality between men and women continue to take effect and that all people fully exercise and enjoy their human rights in all sectors of their social life. The people in the DPRK take immense pride in the socialist system of the country which was chosen, consolidated and further developed by their own will as well as in the genuine system of ensuring human rights which capitalism can neither achieve nor imitate at all. The DPRK hopes for sincere dialogue and cooperation in the international human rights field. However, it will strongly respond to the end to the confrontation and pressure aimed at stifling its system and take all appropriate measures vis-a-vis the hostile acts against the DPRK that become increasingly aggressive under the pretext of "human rights." As in the past, there is no change in the position of the DPRK that neither recognizes nor accepts those anti-DPRK "resolutions" adopted by force at the Human Right Council and the Third Committee of the UNGA. My delegation roundly rejects once again the "draft resolution" as an illegal and unlawful document of plot which is not worth consideration. In this vein, we do not even feel the need to call for a vote. Even if this "draft resolution" is railroaded, it is crystal clear to anyone that this can never be considered as a consensus. My delegation expects that the distinguished representatives of the member states will clearly contemplate on the hidden motive and purpose of the politicized and confrontational draft "resolution" against the DPRK submitted by the EU and Japan. Moreover, my delegation calls upon the representatives to oppose the adoption of the "resolution" by clear statement of their disassociation from the consensus. |
