A document proving the fact was discovered in the house of Kim Yong Han, former chief secretary for civil administration of Chongwadae, in the course of arranging his belongings.

The document presented to Park Geun Hye by the office of the chief secretary for civil administration of Chongwadae said that the ferry Sewol sinking was not considered as a disaster but as a ferry accident.

It includes the instruction to suppress the struggle of people of different social standings and mobilize conservative organizations and media for building up public opinion to check the probe into the truth behind the disaster.

What matters is that this report was worked out in the middle of June that year when the work to find those missing was underway.
