The south Korean newspaper Hangyore on December 8 received memorandum of Kim Yong Han who served as chief secretary for civil administration of Chongwadae before making public the fact.

According to the memorandum, Chongwadae prescribed to conservative organizations and media to negatively arouse public opinion on Pak Won Sun, mayor of Seoul, and Jo Hui Yon, education inspector of Seoul City.

The people of various social standings in south Korea expressed their resentment, saying that Park Geun Hye abused her power to eliminate the political opposition figures and keep watch the people and suppress them.
