The art theatre is located at the picturesque seashore to suit the appearance of Wonsan City, a modern port city, and its refurbishing is meant to meet the requirements of a highly civilized socialist nation so as to be able to fully satisfy the evermore increasing cultural demand of the people.

Present at the ceremony were officials concerned and officials and working people in the city.

At the end of the ceremony, they enjoyed a performance "Song of the Blessed People in Kangwon Province" given by artistes of the Kangwon Provincial Art Troupe.
