Vladimir Topencharov, member of the National Council of the Bulgarian Socialist Party and chairman of the War Veterans Movement, was elected chairman of the preparatory committee.

The committee decided to hold political and cultural events such as meeting and film show praising the revolutionary career and exploits of Kim Jong Il on the occasion of the Day of the Shining Star.
