It is a counter flow change station with much rainfall in its dam basin.

With its completion, Kangwon Province came to be fully supplied with power necessary for its economic development and people's living. And a big lake appeared, adding beauty to its surrounding areas.

The site of the power station was chosen by leader Kim Jong Il.

When visiting the power station in December Juche 105 (2016), respected Supreme Leader Kim Jong Un highly appreciated the fighting spirit displayed by the people in Kangwon Province during its construction.
