C. P. Mainali, general secretary of the C.C., Nepal Communist Party (Marxist-Leninist) and former deputy prime minister of Nepal, was elected chairman of the preparatory committee.

The preparatory committee decided to introduce the revolutionary careers of the peerlessly great men of Mt Paektu through media and organize various political and cultural events.

At its inaugural ceremony, a declaration was made public in praise of Kim Il Sung, who fathered the Juche idea, liberated Korea from the Japanese imperialists' colonial rule and founded the party, the state and the army, and Kim Jong Il, who defended socialism in the DPRK and reliably ensured world peace and security with the unique Songun politics.

A congratulatory message to respected Supreme Leader Kim Jong Un was adopted.
