Present at its opening ceremony were O Su Yong, vice-chairman of the Central Committee of the Workers' Party of Korea, Ki Kwang Ho, minister of Finance and chairman of the Figure Skating Association, and diplomatic envoys of different countries and representatives of international bodies here and their spouses, members of the military attaches corps here and their wives and staff members of foreign embassies here, foreign guests and overseas Koreans.

Taking part in the festival are figure skaters from the DPRK, Russia, Belarus, Canada, France and Italy.

Kim Il Guk, minister of Physical Culture and Sports, in his opening address expressed belief that the festival would bring great joy to the Korean people out in the efforts to building a socialist power.

There was a demonstration performance "February Holiday Is Forever".

DPRK's figure skaters presented "The Sound of a Horse's Hooves in Mt Paektu", "For the Revolution", "We Will Go to Mt Paektu" and other numbers.

Foreign skaters displayed their figure skating technique in such numbers as "Cracker".
