Present there were Han Tong Song, director of the Organizational Department of the Central Standing Committee of the General Association of Korean Residents in Japan (Chongryon), and Kim Hyon Il, chairman of the Union Central Standing Committee, and other deputies to the union.

Kim Hyon Il in a report referred to the successes made in the social and practical activities during the 37th term of the union, including its expansion and strengthening, the movement for national reunification and the campaign to defend rights.

The reporter said that the "2018 plan for Union of Korean Students in Japan" would be set forth to usher in a new heyday of the union until 2018 which will greet the 24th Congress of Chongryon.

Kim Hyong Il was reelected as chairman of the Central Standing Committee of the union.
