Atle Ranjan, secretary of the National Council of the Communist Party of India, was elected chairman of the preparatory committee.

The committee set a celebration period from March 17 to April 15 and decided to organize various political and cultural events in praise of the exploits Kim Il Sung performed for Korea's liberation, socialist construction, the independent and peaceful reunification of the country and the human cause of independence.
