Francis F. Lyimo, chairman of the Tanzanian National Coordinating Committee of the Juche Idea Study Groups, was elected chairman of the preparatory committee.

The preparatory committee decided to hold diverse political and cultural events praising the exploits of President Kim Il Sung and leader Kim Jong Il for the Korean revolution and the human cause of independence and introducing the successes made by the Korean army and people under the guidance of respected Supreme Leader Kim Jong Un.
