They are a delegation of the International United Confederation of Koreans led by First Vice-Chairman Kim Chil Song, a delegation of the United Confederation of Koreans in Far Eastern Region of Russia led by Chairman Ri Ku Yul, a delegation of the United Confederation of Koreans in Kamchatka Territory of Russia led by Ju Pun Yong, and a delegation of compatriots in Ussuriysk of Russia led by Kim Kyong Ryol, vice-chairman of the Central Association of Korean Nationals in Russia.

Arriving earlier was Kwak Yun Chang, a delegate of the Federation of Koreans in Australia.
