The law on enforcement of the universal 12-year compulsory education was promulgated at the 6th Session of the 12th SPA in September 2012.

According to the report, the enforcement of the universal 12-year compulsory education was pushed ahead as a work of the whole party, the whole country and all the people.

The EC in direct charge of the enforcement of the law has pressed ahead with the work to enforce the universal 12-year compulsory education on a full scale and improve its quality.

After fixing the compulsory education as one-year pre-school education, 5-year primary school education, 3-year junior middle school education and 3-year senior middle school education, the EC started operating the system of 3-year junior middle school and 3-year senior middle school education from the 2013-2014 school year instead of the past 6-year middle school education. The 4-year primary school education turned into the 5-year one this year to be in force in the new school year and lessons started at the technical senior middle schools established as new type.

The EC properly set the general goal of the universal 12-year compulsory education and the goals of a variety of schools and subjects and confirmed the range and level of the teaching contents and, on this basis, outlined the teaching programs for a variety of schools and the main teaching principles before the start of the 2013 school year and sent them to schools at all levels.

It put the education colleges and teacher training colleges under the control of regional universities and turned the study-while-working system at teacher training colleges into an on-line education to train more teachers.

It newly published textbooks and reference books for kindergartens, primary schools, junior and senior middle schools and technical senior middle schools on the basis of the universal 12-year compulsory education programme to provide them to all students, children and teachers across the country and supplied more than 9.1 million apparatuses for experiment and practice and school things of 300-odd kinds.

Ministries, national institutions, provincial, city and county people's committees worked hard to improve the education conditions and environment of schools.

The Ministry of Finance and other relevant units increased the amount of education fund 7.1 percent on average every year to help further consolidate the material and technical foundation of education.

For the past 4 years since the promulgation of the law more than 1,500 schools have been newly built or enlarged, more than 10,790 classrooms newly arranged and a lot of school things produced and supplied.

Education environment and living conditions of orphanages, primary and middle schools for orphans across the country have undergone a fundamental improvement.

The campaign for aiding schools has been brisk as the one of the whole society and all the people.

On the occasion of the start of a new school year on April 1 this year the universal 12-year compulsory education system took effect in an all-round way across the country.
