The work is a conclusion made by the President at the 37th Session of the People's Committee of North Korea on May 21, Juche 36 (1947). Stressing that the public health service is a very important work to prevent epidemics and many other diseases and promote the people's health, he in the work set forth the tasks and ways for improving the public health service.

Kim Hyong Hun, chairman of the Central Committee of the Medical Association of Korea, said in his opening address that the work is an encyclopedic programme as it gave the most clear-cut answers to all the theoretical and practical questions arising in developing the public health service suited to the intrinsic desire of the popular healthcare system on the basis of the man-centered philosophical principle for the first time in history and an immortal library which comprehends the Juche-oriented idea and theory on the public health.

The participants heard papers dealing with experience and successes gained in putting the treatment and prevention on a modern and scientific basis as required by the developing reality, perfecting the telemedicine system on a nationwide scale and making the management and operation of the public health services IT-based.
