The heads are the executive director of the United Nations Children's Fund (UNICEF), the director-general of the World Health Organization (WHO) and the executive director of the secretariat of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM).

In the letters Kim appreciated those bodies for having positively cooperated with the DPRK in stamping out tuberculosis and malaria since 2010.

And on the fact that some countries and companies are unwilling to allow the carrying out and transport of cooperation goods because of the U.S. pressure under the pretext of the UN "sanctions resolution", and its aftermath, he said:

Under the cooperation program on malaria for this year, French and Indian pharmaceutical companies took orders for mosquito insecticide of 24.4 tons from the UNICEF and produced it in November last but the organization has not had it delivered for the reason why it has failed to find the transport companies for eight months.

Mobile X-ray equipment for diagnosing tuberculosis and the reagents were detained in Dalian Port of China in December last year and had been there for half a year for the reason that they were the goods for "dual use". So the work at the final step to stamp out the malaria epidemiology in the DPRK until 2018 was adversely affected and in particular a serious issue aroused as to the medical treatment of tuberculosis patients, too.

Drawing attention to the fact that the present situation in which even the UN humanitarian aid activities are becoming a plaything of the politics is adversely affecting the regular health aid of the international bodies for the protection of human beings' lives and improvement of their health, the letters urged the relevant bodies to take proper and thorough steps as the transport of goods by those UN bodies is the issue which the UN should settle in an appropriate and reasonable way.
