He found fault with the DPRK's just bolstering capability for self-defence at a meeting of cho heads in the prefecture. Even he dared hurt the dignity of the DPRK supreme leadership, stressing the need to "block north Korea." He unhesitatingly said "it was necessary to starve the north Koreans to death."

On June 22, he appeared in a press conference to utter that "it is necessary to create circumstances where the north Korean system collapses," far from making an apology for his violent remarks in the face of criticism from the public.

The General Association of Korean Residents in Japan (Chongryon) and Koreans in Japan are now strongly protesting his reckless remarks hurting the dignity of the DPRK supreme leadership and inciting the annihilation of Korean people.

On June 22, officials of the Central Standing Committee, all headquarters, central organs and business groups of Chongryon sent protest telegrams and faxes to the governor in denunciation of the criminal nature and gravity of his reckless remarks and demanded immediate apology.

On June 23, chairmen of the Ishikawa, Fukui and Toyama prefectural headquarters of Chongryon formed a protest group and went to the Ishikawa Prefecture Office to convey a protest letter to the governor.

The letter of protest branded the unpardonable remarks of the governor as unprecedented ones calling for massacre of DPRK citizens which remind one of genocide by Nazis and the massacre of Koreans at the great Kanto earthquake.

It urged the governor to honestly reflect on his foolish behavior as the head of a self-governing body and make an apology and neither repeat such mistake again nor incite confrontation between the DPRK and Japan.

The chairmen held a press conference and made public the letter of protest.

Meanwhile, Japanese from all walks of life reportedly raise the voices denouncing the inhumane remarks of the governor as "inhumane and improper remarks to use life of people as lever of pressure" and "remarks devoid of humanism", claiming that his remarks would cause a sensation.
