On May 21, 1946 after the liberation of Korea, President Kim Il Sung dug the first shovelful of earth at the Pothong River improvement project, thereby unfolding a new history of Juche-based architecture for people.

Leader Kim Jong Il made public his work "On Architecture" on May 21, 1991, bringing about the era of a great surge in socialist construction with his energetic leadership.

By successfully carrying forward the preceding leaders' distinguished idea on architecture and their undying exploits for construction, respected Supreme Leader Kim Jong Un created a new history of construction in Korea and is widely guiding a drive to open up the great era of prosperity in construction, a new era of civilization and efflorescence in the 21st century.

The Presidium of the Supreme People's Assembly of the DPRK decided to institute the Title of May 21 Vanguard so as to ensure that a movement for catching up with the advanced construction units, learning after them and exchanging experience with them is broadly waged at units in the army and society, and legendary stories about construction glorifying the great era of Kim Jong Un are created one after another, true to the Workers' Party of Korea's far-reaching plan on construction.

A relevant decree of the SPA Presidium was promulgated on August 10.
