The bulletin in an article titled "September 9, the founding anniversary of the DPRK" said that President Kim Il Sung, who led the anti-Japanese war to victory and liberated Korea, put forth the line of building a reunified democratic and independent state, made sure that the general election was held in the whole of Korea and finally declared to the world the founding of the DPRK on September 9, 1948.

The bulletin also edited an article introducing the advantages of the socialist system of the DPRK.
