The specified UN Security Council permanent member's high-handed and arbitrary practices against sovereign states have been openly carried out in the form of sanctions, blockade, military threats and armed intervention, the article says, and goes on:

The military exercises conducted by the permanent member nation are overlooked even though they threaten peace and security, and measures for self-defence which a UN member nation was forced to take to cope with those exercises have been taken issue. Such abnormal and unequal acts are going on in the world.

UN has been reduced into a theatre where specified countries' arbitrary acts have been connived so that it is hard to judge which one is above, the UN Charter or the will of the UNSC permanent member nations.

It is tragedy that the UNSC with international peace and security as its basic mission is being played into the hands of an individual specified country.

The DPRK will never tolerate the fact that legality and illegality are judged and justice and truth are wantonly violated according to the will of the U.S. and other specified countries.

No matter what others may say, the DPRK will fulfill its responsibility and duty as a UN member nation for peace of the Korean peninsula and Northeast Asia and furthermore, the peace of the world under the banner of independence.
