Present at the ceremony were Choe Hwi, vice-chairman of the Central Committee of the Workers' Party of Korea, Jon Kwang Ho, vice-premier of the Cabinet, Kim Il Guk, minister of Physical Culture and Sports, officials concerned, provincial (municipal) players and cheer squads, and working people in Pyongyang.

Choe Hwi said in an opening address that the participants should make good scores in the contest so as to give full play to the revolutionary mettle and militant spirit of the Korean people dashing towards the victory of socialism like the wind.

At the end of the ceremony there was a women's volleyball game between South Phyongan Province and Nampho City.
