DPRK's Stand on Reform of UNSC Clarified

Pyongyang, November 12 (KCNA) -- The permanent representative of the Democratic People's Republic of Korea to the United Nations made a speech at the plenary meeting of the General Assembly 72nd Session under the agenda item "Question of Equitable Representation on and Increase in the Membership of the Security Council and Other Matters related to the Security Council". He said: At the present, the issue of reforming the UNSC presents itself as an important and pressing matter in respect of the present complicated international situation and the building of a peaceful and stable world. Right now, the fundamental principles of international relations on equality of sovereignty and mutual respect stipulated in the UN Charter are being wantonly violated and sovereign states are being openly subjected to interference, military invasion and massacre in the international arena. These situations which seriously affect world peace and security are caused by the U.S. who is abusing its privileged position as a "permanent member state of the UNSC" as a political means for implementing its strategy of world dominance. Saying that the UNSC should be fully reformed in accordance with the requirements of the changing times, he clarified the following DPRK's principled stand: First, the reform of the UNSC should be thoroughly directed towards ensuring impartiality, objectivity and democracy. The reform of the UNSC should be undertaken in a way to reject the arrogance, arbitrariness, high-handedness and double-standard of particular countries which place themselves above the UN Charter and international law and ensure compliance with the principles of equality of sovereignty and mutual respect. Second, the UNSC should be reformed on the principle of ensuring full representation of the non-aligned and developing countries. As we can see from the results of the inter-governmental negotiation on the reform of the UNSC, although 10 years have passed since the issue of expanding the UNSC was first discussed, it still has an uncertain prospect because of conflicting viewpoints. Under these circumstances, the way to reconstruct the imbalance of the UNSC is to give precedence to the expansion of the non-permanent member states to the UNSC. Third, Japan's moves to become a permanent member state of the UNSC should never be tolerated. Japan is the chief war criminal state which invaded many Asian countries by military force and committed heinous crimes against humanity that go beyond the human imagination, in particular the crime of sex slavery. The fact that Japan, the chief war criminal state which is denying such inhumane crimes and seeking the resurgence of militarism, attempts to become a permanent member state of the sacred UNSC, itself is nonsense and an open affront to the international society. Concluding his speech the DPRK representative expressed the hope that the efforts of the international society for the reform of the UNSC would bear successful fruits. |
