Kim had been investigated on Nov. 7 by the prosecution on charges of building up public opinion in favor of the conservative forces' coming to power by hiring graduates from Korea University as agents of cyber command ahead of 2012 presidential election.

During the investigation, Kim confessed that the cyber command's red herring was instructed by the then president Lee Myung Bak.
