They included Pak Kwang Ho, Kim Phyong Hae, O Su Yong, An Jong Su, Pak Thae Song, Choe Hwi and Pak Thae Dok, vice-chairmen of the C.C., WPK.

They encouraged the participants in the conference who have made devoted efforts in the van of the campaign for firmly turning party cells into genuine advance guards true to the party's idea and cause and winning the final victory in building a powerful socialist nation with the honor of being primary officials of the party.

They called upon the participants to radically improve their work as required by a fresh high stage of the development of revolution and thus fulfill their mission and duty in dynamically arousing party members and working people to the campaign for implementing the decisions made at the 7th Congress of the WPK.
