People's will, demand, aspiration and desire are placed in the first place in establishing laws in the DPRK.

Not only the Socialist Constitution but also the laws in all areas are enacted in the principle of giving priority to the people and respecting them and the socialist state of DPRK revises and supplements an existing law and enacts a new law in the interests of the people as required by the times and developing reality.

The state sovereignty and the means of production rest with the people and they are fully enjoying the democratic freedom and rights in the DPRK.

The socialist law of the DPRK allows all the citizens the right to vote for and to be elected irrespective of sex, occupation, property status, education, political view and religious belief and the right to free speech, publication, assembly, association, demonstration, complaint and petition and other political rights and freedom are guaranteed in the DPRK.

The state also gives the working people a wide scope of rights and freedom including the right to job, the right to receive their shares according to the quality and amount of labor, the right to free education and free medical treatment and the freedom of activities in science, literature and arts and the state firmly guarantees by law the responsibility for material and cultural life of the people.

Today, the people in DPRK realize that their interests and happiness are secured and the socialist system centered on masses are defended only when the socialist laws are observed and they are taking an active part in creating an atmosphere of law observance.
