The improvement of Inter-Korean relations is a most important task to be carried out by the concerted efforts of the entire nation.

Therefore, the establishment of a climate favorable for national reconciliation and reunification is the fundamental prerequisite to improving the frozen inter-Korean relations.

The willingness to improve inter-Korean relations should be proved by practical actions for independent reunification which promote national reconciliation and unity, not merely by words.

It is nothing but an act opposing the improvement of inter-Korean relations and deceptive policy misleading the internal and external opinions to block contact and travel by people of different social strata and suppress the atmosphere for reunification through alliance with the north under absurd pretexts and by invoking legal and institutional mechanisms while only paying lip-service to improved inter-Korean relations.

The history of inter-Korean relations proved that the improvement of north-south relations could never be achieved only by the efforts of one side, but the concerted efforts of both sides for national cooperation.

As the inter-Korean relations are, to all intents and purposes, an internal matter of the Korean nation, dependence on the outsiders will make matters more complicated.

The authorities of the north and the south should play responsible and leading role ahead of others in improving inter-Korean relations and its success or failure depends on how big efforts they would pay to it.
