To adhere to the stand for national independence serves as an important way for settling the issue of the north-south ties.

Inter-Korean relations are, to all intents and purposes, an internal matter of our nation, which the north and the south should resolve on their own responsibility.

The foreign forces do not want the military tension of the Korean Peninsula to be defused and the emergence of a reunified power there through improvement of the north-south relations.

The matter of north-south relations should be settled by the Korean nation itself responsible for it.

If the north and the south cooperate with each other, rejecting outsiders' intervention, it will be possible to settle all the issues in keeping with the nation's desire and demand and its common interests. When they join efforts on the principle of national independence, there can be no hardship and obstacle impossible to overcome.

The north and the south authorities should discuss and settle all the issues arising in improving the north-south relations by our nation itself and independently, with pride and honor of the nation and confidence in its strength.

The DPRK remains steadfast in its stand and will to resolve the north-south issue, the issue of national reunification, independently on the principle of national independence and by the concerted efforts of the nation, rejecting outsiders.
