Jesus Antonio Carlos Hernandez, general secretary of the Central Committee of the People's Socialist Party of Mexico, was elected chairman of the preparatory committee.

The committee decided to give wide publicity to the revolutionary career and immortal feats of Kim Il Sung and Kim Jong Il and the feats performed by the Korean army and people in the building of a powerful socialist country and organize diverse political and cultural events on these anniversaries and other holidays of the Democratic People's Republic of Korea.
