Ibrahim Mantu, member of the Credit Committee of the People's Democratic Party of Nigeria and chairman of the Nigeria-Korea Friendship Association, was elected chairman of the preparatory committee.

The committee decided to give wide publicity to the revolutionary career and immortal feats of Kim Jong Il and the successes achieved by the Korean people in the building of a powerful socialist country and organize significant political and cultural events including a celebration and film show.
