The President set forth the policy of building a regular revolutionary army by our own efforts in "On Founding the Party, State and Armed Forces in the Liberated Homeland," a speech delivered by him on August 20, Juche 34 (1945).

In "On Establishing the Pyongyang Institute" and other works he clarified the importance and significance of building regular armed forces and gives answers to the principled and fundamental problems arising in training military and political cadres and establishing self-supporting national defense industry.

"On the Occasion of the Founding of the Korean People's Army", the speech delivered by him at the military parade of the Korean People's Army (KPA) on February 8, 1948 is a great programme for building the KPA into the invincible people's armed forces and the revolutionary army with regular appearance.

During the Fatherland Liberation War, he made public hundreds of works elucidating the tasks and ways of further strengthening the KPA into the matchless revolutionary army which is equipped with the Party's revolutionary idea against imperialism and Juche-based art of war and in which iron-like discipline is established.

In his conclusion made at the 10th Plenary Meeting of the Fifth Central Committee of the Workers' Party of Korea in February 1975, he advanced a five-point policy to strengthen the People's Army into the cadre army, modern army and a-match-for-a-hundred revolutionary armed forces.

In a talk to soldiers of the 105th Mechanized Division of the Korean People's Army on August 25, 1960, Kim Jong Il put it forward as the main mission and the core of the struggle tradition of the KPA to defend the Party and the leader with lives.

In his other works, he clarified that to model the entire army on Kimilsungism is the general task for army building, and set forth tasks and ways to prepare all the service personnel to be Kimilsungists.

When talking to KPA commanding officers after inspecting the Dwarf Pine Company on Jan. 1, 1995, he elucidated the tasks and ways of intensifying the ideological education among the service personnel and making sustained great efforts to bolster up the military power of the People's Army.

Illuminated in other works is his idea that to firmly defend the socialist country is the most important revolutionary duty of the People's Army.
