M. A. Suraikin, chairman of the Central Committee of the Communist Party "Russian Communists", was elected chairman of the preparatory committee.

It decided to hold colorful political and cultural events in praise of the revolutionary career and feats of Kim Jong Il on the occasion of the Day of the Shining Star.
