Victor Manuel Lucas, international secretary of the Central Committee of the Communist Party of the People of Spain, was elected chairman of the preparatory committee.

The preparatory committee decided to hold various political and cultural events such as seminar and film show in praise of the revolutionary career and feats of Kim Jong Il on the occasion of the Day of the Shining Star.
