The preparatory committee comprises of Juche idea study organizations in Russia.

Dmitri Kostenko, chairman of the Russian Association for the Study of the Juche Idea, was elected chairman of the preparatory committee.

The committee decided to organize political and cultural events including a meeting and a seminar in praise of the revolutionary career and exploits of Kim Jong Il.
