Among those present there were Ho Jong Man, chairman of the Central Standing Committee of Chongryon, Nam Sung U and Pae Ik Ju, its vice-chairmen, Pae Jin Gu, its vice-chairman and concurrently director general of the General Affairs Department, Kang Chu Ryon, its vice-chairwoman and chairwoman of the Central Standing Committee of the Union of Democratic Korean Women in Japan, Hong In Hum, chairman of the Central Audit Committee of Chongryon, directors and advisers of the Central Standing Committee of Chongryon, the director of the Research Institute on History of Korean Residents in Japan and members of the Central Committee and the Central Audit Committee of Chongryon.

Ho Jong Man made a report on the first agenda item "On Greeting the 24th Congress of Chongryon as Occasion for Making Decisive Breakthrough for the Development of Movement of Koreans in Japan in the Great Kim Jong Un's Era".

Then the floor was taken by Kim Sang Il, chairman of the Kyoto Prefectural Headquarters of Chongryon, Ri Sang Sok, chairman of the Tokyo Metropolitan Atachi branch of Chongryon, Ri Pak Ji, chairman of the Toshun branch, Aichi Prefecture, of Chongryon, Ri Jong Man, managing director of the Standing Council of the Korean Federation of Workers in Commerce in Japan, Kim Yong Ju, chairman of the Central Standing Committee of the Korean Youth League in Japan, Pu Jong Saeng, chairwoman of the Osaka Prefectural Headquarters of the Union of Democratic Korean Women in Japan, and Jo Su Rae, chairman of the Korean Youth Commercial Association in Hyogo Prefecture, who are members of the Central Committee of Chongryon.

Vice-Chairman Nam Sung U made a report on the second agenda item "On Convening the 24th Congress of Chongryon".

Decisions on agenda items discussed were adopted at the meeting.

A report on the examination of qualifications was made and there were dismissal and by-election of some members of the Central Committee.

A letter to Marshal Kim Jong Un was read out at the meeting.
